Four years ago, the Office of Management and Budget recognized the enormous potential of cloud in adopting its "Cloud First" policy. But Cloud First has stalled. New regulatory requirements, disparate FISMA standards and diverging contract vehicles have all contributed to cloud chaos.

 

Very few costs savings are being realized. The consolidation of data centers has slowed to a crawl. Different agencies are adopting different models of cloud, and privacy and cyber security issues have vastly slowed the process
